Joe Biden: Vladimir Putin’s ‘Back Against the Wall’ and Preparing ‘Consequential’ Cyber Attack and Chemical Weapons

President Joe Biden warned Monday that Russian President Vladimir Putin was preparing a series of “consequential” and “sophisticated” attacks against the United States as he grows increasingly desperate in Ukraine.

“As I’ve said, the magnitude of Russia’s cyber capacity is fairly consequential,” Biden said. “And it’s coming.”

The president commented on Putin during a speech to America’s top CEOs at the Business Roundtable lobbying group meeting.

Biden recalled a conversation he had with Putin last year about cyberattacks and said he would respond severely if Russia launched an attack.”

“We’ve had an altar call, he and I on this issue,” he said about Putin, but admitted it was “part of his playbook.”

He spoke proudly of the United States kneecapping Russia’s economy and thanked the American CEOs who announced their decision to take their business out of Russia.

“Putin’s back is against the wall, he wasn’t anticipating the extent and strength of our unity, and the more his back is against the wall, the greater severity of tactics that he’ll employ,” Biden said.

Biden called the private sector to bolster their cyber security, calling it their “patriotic obligation” to invest as much as possible into their defenses.

The president also warned Putin was also planning possible “false flag” operations to generate support for his military actions.

He complained that Putin kept asserting the United States and Ukraine had biological and chemical, repeating that the accusations were “simply not true.”

“Whenever he starts talking about something he thinks NATO, Ukraine, or the United States is about to do, it means he’s getting ready to do it,” Biden said. “Not a joke.”

Biden said Putin would suffer “severe consequences” if he did employ chemical weapons.

“The point is it’s real,” Biden said.

Biden tells CEOs they have 'patriotic obligation' to guard against Russian cyberattacks

President Biden on Monday called on top business executives to build up their companies' capacity to deal with potential cyberattacks from Russian President Vladimir Putin amid the invasion of Ukraine.

“It’s not just in your interests that are at stake with the potential use of cybersecurity, it’s in the national interest’s stake, and I would respectfully suggest it’s a patriotic obligation for you to invest as much as you can in making sure — and we will help in any way — that you have built up your technologic capacity to deal with cyberattacks,” Biden said at the Business Roundtable's quarterly meeting on Monday evening.

Biden said that investing in technology to fight back against such an attack would protect companies, keep up providing critical services and help secure Americans’ privacy.

He said that cyberattacks are one of the tools Putin is “most likely to use.” The White House on Monday urged private companies to bolster their cyber defenses, citing evolving intelligence suggesting the Russian government is exploring potential cyberattacks.

“He has a capability, he hasn’t used it yet, but it’s part of his playbook,” Biden said in his remarks to the Business Roundtable.

The president suggested, for example, that banks could help by turning on additional cybersecurity measures for every customer by default.

“It’s your decision as to the steps you’ll take and your responsibility to take them, not ours,” he said.

President Joe Biden on Monday issued a warning that the Russian government is preparing widespread cyberattacks against the United States.

Biden said Russian President Vladimir Putin would be responding to the Administration’s crippling sanctions amid Putin’s invasion of Ukraine.

“I have previously warned about the potential that Russia could conduct malicious cyber activity against the United States,” Pres. Biden said in a statement, “including as a response to the unprecedented economic costs we’ve imposed on Russia alongside our allies and partners. It’s part of Russia’s playbook. Today, my Administration is reiterating those warnings based on evolving intelligence that the Russian Government is exploring options for potential cyberattacks.”

“From day one, my Administration has worked to strengthen our national cyber defenses, mandating extensive cybersecurity measures for the Federal Government and those critical infrastructure sectors where we have authority to do so, and creating innovative public-private partnerships and initiatives to enhance cybersecurity across all our critical infrastructure. Congress has partnered with us on these efforts — we appreciate that Members of Congress worked across the aisle to require companies to report cyber incidents to the United States Government.”
