Keep in mind he has to fight against the FERC, NPS, Bureau of Land Management (the other BLM), USFWS, EPA, DOE, ACoE, and an alphabet soup of other Federal Agencies before the lawsuits over a missed clause or misplaced punctuation mark in the EIS start. That does not even begin to do the trainloads of legal work needed to sort out Rights of Way, legally, to put the pipeline in.
What killed Keystone was that all of that had been done, with a couple of minor issues being litigated over Environmental Impact Studies. The heavy lifting of sorting out the route and getting easements was mostly complete, and materials had started being prepositioned for the pipeline and construction of compressor/pump stations begun when Biden shut down the project by EO.
When one man can arbitrarily and capriciously stop a multibillion dollar project already 12 years along at the drop of a hat, good luck getting anyone to invest what it takes to make such a project come to fruition.
There is better money to be made in the Third World.
