You're missing the other items in the indictment of Wilson: introducing Jim Crow into the Federal government, which had been integrated since Reconstruciton, imprisoning political opponents, creating the Committee on Public Information, a Federal propaganda agency that Goebbels said was his model, and using the bully pulpit of the Presidency to stick us with the income tax and mar the federal structure of the Constitution with the direct election of Senators by pushing for the ratification of the 16th and 17th amendments.
