No they didn't, but it's bigger than that now.

You can't under equitable law tell unvaccinated Mexican truckers they can't cross the border while letting unvaccinated illegals cross the border at will and stay here.

Someone with more money and standing needs to remedy that contradiction in the courts, or simply use the precedent to take action.
