Does Mexico have stringent voter ID requirements?

Does the picture below (found on Facebook) accurately describe laws regarding voter identification cards in Mexico?

Mexican voter ID laws

To vote in Mexico every eligible Mexican citizen has to have a tamper-proof photo-ID card with a thumbprint and an embossed hologram.

All citizens are required to personally enroll and show proof of birth or citizenship.

Applicants are required to personally return to collect their voting credential.

So how is it that we can't upgrade to Mexican standards without being called racist? Maybe it's because one political party is dependant [sic] on voter fraud.

At least on paper, it looks like Mejico needs to come into the democrat/progressive world where there is  no voter integrity.  Where politicians are corrupt in promoting certain votes, counting votes, and lying about it.  Doesn't it make you happy to know people in America don't have to be citizens, can often vote many times, even can vote when you are dead?  Is our voting system great or what? :3:

It is a damned pathetic state of affairs if one feels compelled to say "I just wish we could have an elections system that was as good as Mexico's system is".
