I guess they used overly-optimistic projections to justify building higher-cost sources of electricity.

Windmills don't generate electricity when there is no wind.
Solar panels aren't as efficient on cloudy days.
Dams don't produce as much hydro-electricity during droughts.
Nuclear power plants produce radioactive waste, for which there is no permanent disposal.

If only the United States had abundant, cheap sources of natural gas with which to build efficient, on-demand power stations using newer turbine generators. If only ...

No, they just lied.  They have been told for years that their projections did not even come close to real life experience.  Their ROI figures extrapolated peak production over an entire 24-hr cycle and omitted maintenance and parts replacement costs.  And even with all that, they still had to include massive taxpayer subsidies to bring it up to being viable.
