I had to sit in on a meeting of senior agency staff for one agency during Bush I and during the conversation someone asked if a proposal met with the presidents directive.  The staff all roared with laughter and said the president does not run the agency, we do.

Keep in mind that any real action takes many folks to perform, like wire tapping Trump Campaign, many many people are involved in setting it up, executing the plan and analyzing the information and it takes all of those involved to cover it up.

So Tucker is asking the right question.

Thursday, FNC’s Tucker Carlson opened his broadcast, noting the “decline” of President Joe Biden, who has made a few missteps in the early stages of his presidency.

Among those was a disagreement with France regarding the sale of nuclear submarines to Australia, which apparently was in part a product of Biden’s unawareness of the situation.

Carlson questioned if Biden, not being fully aware and therefore not being in charge, meant someone else was in charge. He concluded the national security state.
