Because no member of the Georgia legislature has any connection over what happens in Seattle ports. But some do regarding Fort Stewart, Fort Benning, Fort Gillem, Dobbins AFB, etc. So they are more likely to select someone who will serve on a Defense subcommittee rather than a Pacific maritime one. It is only after the Senator gains power with a committee assignment that that monetary influence comes in. With the State legislature deciding, we are more inclined to get one who focuses on Georgia's needs rather than Seattle's.
The reason the 17th Amendment was pushed in the first place is because they couldn't get the Senate to agree to spend any of the taxpayer's money. Frankly, I didn't have a problem with that.
