Too many people are counting on the next election to effect change. The plan is to not HAVE any more elections unless it is corporate board members electing a new member.

And THEY will be the only ones with the authority to declare the emergency is over.

The problem is that there never will be a solid number. There is no requirement for a US citizen to register with State Dept when you arrive in a foreign country. Very few Americans ever do this -- though you'd think you might if you find yourself in a place like Afghanistan.
