Ok, so they registered their domain name through Tucows, which is a Canada-based service provider, with a street address at 96 Mowat Ave, and they paid a few extra bucks for domain registration privacy - something that almost all domain registrants do nowadays.

No, it's a standard privacy measure most people take when they register a domain.  I have a number of different domains I've registered over the years, and I have always opted for the privacy protection because I don't want scammers and whatnot getting my personal information from a whois query and then coming over to my house, or my business.

If one wants to make contact with the domain registrant, one just sends an email or correspondence to the privacy provider, and the email or letter is forwarded on.
