Eliminate Affirmative Action, a racist program. Establish temporary racial quotas in government employment so the government employment "diversity" resembles American citizen diversity within 2%, and since we'd also be downsizing the government, should be awesomely painful for the barnacles, but after that, implement strict controls on hiring (no race-based questions, scoring solely on demonstrated ability, etc) and try to recover America from what the Rodents have done to it.
Maybe we can even stop letting people murder babies.
