Could have been unintentional. There's a natural impulse to steer towards what you're focused on. Either way, the perp got what he deserved.

Use what you have, I would have figured that if I stopped I might end up dead and if I didn't stop, without eliminating the risk, he could have shot at me and I could still end up dead. If the guy in the car got tracked down I would say with the video evidence he could argue self defense.

Hopefully nobody got the plates.   Be a terrible thing if the driver was a white male, wouldn't it, and he got caught?

No.  Watch the lights in the video.  The driver tried to steer to the left, away from the thug, and then the lights turned straight at him.   The impact was definitely intentional.

I thought at first the two kids on other side of the road were just perchance walking along, but now think they were part of the gang that was joining in the potential robbery/murder/whatever. Just due how fast they reacted, which was abnormal.

Maybe, or maybe he was in shock looking at some guy pointing a gun at him and instinctively drove towards what he was staring at.
