 The Texas House and Senate conferees reached an agreement on House Bill 1927, better known as constitutional carry.

The measure would do away with the need to have a license to carry a gun in Texas.

“By working together, the House and Senate will send Governor Abbott the strongest Second Amendment legislation in Texas history, and protect the right of law-abiding Texans to carry a handgun as they exercise their God-given right to self defense and the defense of their families,” said the bill’s author, Rep. Matt Schaefer Speaker Dade Phelan has been rock-solid every step of the way as House Bill 1927 has progressed, and I am grateful for his leadership and the bipartisan coalition who supported House Bill 1927.”

Lt. Gov. Dan Patrick congratulated Rep. Matt Schaefer and Sen. Charles Schwertner for reaching a full agreement on permitless carry.

Matt Schaefer is good on this one, but is miserably against the citizens of Texas as he rejects permitting a November ballot question on whether the citizens should vote on Texas seceding.

He is not one of us.

The text of the compromise was released Sunday. It keeps intact a number of changes that the Senate made to the House bill to assuage concerns from the law enforcement community, including striking a provision that would have barred cops from questioning someone based only on their possession of a handgun. The compromise version also preserves a Senate amendment beefing up the criminal penalty for a felon caught carrying to a second-degree felony with a minimum of five years in prison. Other Senate changes that survived was a requirement that the Texas Department of Public Safety offer a free online course on gun safety.

Texas is now one small, inevitable step away from becoming the largest state in the U.S. to allow anyone 21 and up to carry a handgun in public without a permit.

Just after midnight early Monday morning the Texas House put the finishing touches on the so-called constitutional carry legislation that now moves to the Senate for a nearly guaranteed vote to ship it to Gov. Greg Abbott who has already declared he will sign it into law.

“Ultimately this bill restores a right to Texans that, to my knowledge, has not existed prior to 1871,” State Rep. Matt Shaefer, R-Tyler, said moments before the House voted 82-62 to pass House Bill 1927.

Even when the bill becomes law, it will have provisions to keep people with criminal records from having a gun and keep the license to carry permit system around for legal gun owners to still get permits if they want them. In other states, like Arizona, which have already allowed permitless carry, many gun owners still go through the permit process voluntarily for the training and to have the paper when traveling to other states that still require a permit.
