The distinct differences are plenty. That Huepner wore a muffler and mask matters little, as both would be easily removed. On the other hand, the different tops the two women wore under their coats are very different and, ummm, not easily changed in a very public place. Their hair is swept back in different directions, and the shape of their ear lobes is very obviously different. I doubt the Huebner found a plastic surgeon at the Capitol to alter her ear lobes and then have her ear lobes changed back later.
I'm not an identification expert in any sense, so if I can spot those very obvious significant differences, the FBI people who compared the photos did sloppy incompetent work.
