These military "insurrectionists" were probably designated as such if they were within a mile radius of the Capitol building. "Tied to" the military is a flexible phrase indicating that even that number is inflated. The number of active military people inside the Capitol during the riot is probably much smaller. But the agenda of the narrative is to smear military people.
