Contrary to what you may have heard, Republicans and Democrats do not disagree on everything. When it comes to the growing economic challenge posed by China, they seem to share similar anxieties.

Exhibit A in this emerging bipartisan consensus is President Biden’s February 24 executive order concerning the security of U.S. supply chains. The order expresses worry about recent industrial trends in terms almost identical to those set forth by a Trump executive order on July 21, 2017.

Trump’s directive signaled an embrace of industrial policy, and Biden’s portends that the new administration will stay on that path. The concern, in a nutshell, is that deindustrialization has led to a hemorrhaging of U.S. manufacturing skills, with China emerging as the main beneficiary.
