The "choices" are not mutually exclusive.
More broadly, Trump's vaccine distribution plan left setting priorities and the nuts and bolts of where, how, and who to the states and local government, the people who best knew their local resources and capabilities. That also conforms to the Constitution. Joe and Kammy only see a "plan" if it's Federal-centric, with the Feds dictating the priorities and the nuts and bolts of where, how, and who. Because that was not Trump's plan they say he had no plan (IOW, those 50M - or whatever the number was - who had been vaccinated before Joe was inaugurated were vaccinated by vaccine-and-syringe-pooping unicorns, not anything Trump set in motion).
