2. I haven't followed the Sputnik V vaccine, but I think it's under-tested compared to Pfizer, Moderna, and AstraZeneca (and probably compared to J & J's and Novavax's, which probably won't apply for EUA for another month or two).
3. Independently approving AstraZeneca was a right move. It's well-tested, including multiple ethnic groups (DNA matters in medications, sometimes), and many less bureaucracy-bound countries have approved and started using it. I suspect that AstraZeneca not having FDA EUA is at least partly (or largely) by AstraZeneca's choice. AstraZeneca's vaccine is far more suited to countries with less excellent transportation, storage, and handling than are Pfizer's and Moderna's.
