Is STAR voting a way to grow viable 3rd parties without splitting the vote?

I saw some discussion on Twitter about alternate methods of voting that aren't prone to the issues that let a less popular candidate win because a 3rd party so phoned off votes from one of the two major party candidates. Oregon apparently uses this approach called "STAR voting". Details on that here:
