Cuomo probably knows, but he's a liar more often than a teller of truth.  And I was previously ignorant that Trump set the criteria that lead to NY throwing away so many doses of vaccine.  I thought the States decided that, which is why Dem states seem to have the most botched distros.

That bit about R states getting priority is a crock, even if he "said it" (I'll hold out for a source on that).
