In a news release issued Saturday afternoon, the department said that places of worship can have both indoor and outdoor services “with mandatory physical distancing and face coverings over both the nose and mouth that must be worn at all times while on site.â€
Almost certainly related to this reversal:

http://www.gopbriefingroom.com/index.php/topic,412091.msg2338027.html#msg2338027 . The first case involve the leader of churches in four counties, LA County being one. The other case involves a church in LA County. I suspect that the lawyers for several churches in multiple counties whose pastors have been fined are busy getting those rescinded or overturned.
This was a fight government should never have picked. The churches will be hurt, their communities will be hurt, and governments' relationships with prominent community organizations - the churches - have been hurt. No one benefited, except for the religion-hating government officials.
