Provided that Pfizer, Moderna, and other vaccine vendors meet the numbers and schedule of their contracts with the US this would not preclude those companies from selling what they might produce beyond those contracted amounts. I the cases of Pfizer and Moderna, both have manufacturing capacity in the US plus significant additional manufacturing capacity/partners in EuroLand and possibly in Asia. Both companies also have contracts with countries besides the US. This is a very long way of saying that the US is not selfishly hogging all these companies produce.
This is an Executive Order, which means Biden could alter or retract it. But what it does is draw a line in the sand, and if Biden crosses the line - i.e. significantly alters or retracts Trump's E.O. - he cannot do it quietly. If Biden acts against US citizens' interests it will be public. Further, if Biden alters/retracts Trump's E.O. he will be on the record as having significantly altered the distribution plan of OWS and Biden will "own" the consequences of his alteration.
As for "equitable distribution", each individual state coordinates that. OWS set up partnerships with large pharmacy chains, associations of indy pharmacies, etc., but it is up to states to utilize and coordinate those distribution relationships. Cuomo's just grandstanding and possibly delaying/discombobulating distribution within NY.
