@roamer_1 @Cyber LibertyArticle says a "researcher", no name of researcher, do not know how he got these numbers, or made them up, about Pennsylvania mail ballots:
"Over 51,000 ballots were marked as returned just a day after they were sent out—an extraordinary speed, given U.S. Postal Service (USPS) delivery times, while nearly 35,000 were returned on the same day they were mailed out. Another more than 23,000 have a return date earlier than the sent date. More than 9,000 have no sent date."
I suspect he thought all "
mail ballots" had to/were sent through the mail; did not know mail ballot materials could be had at county clerk's or election administrator's office and filled out and handed back to them in the original mail envelope - ballot materials did not go through the mail so would not have a post office mark.
