Trump Did Nothing About Masks, Gowns, and Gloves (PPE)?

The primary responsibility for having necessary Personal Protective Equipment and equipment such as ventilators is with hospitals. They need to have sufficient for predictable usage, plus allowance for repairs and maintenance, plus allowance for a moderate surges in demand. For greater surges in demand, cities, then counties, then states should each have stockpiles of PPE and equipment such as ventilators. The Federal Government should be the last, not the first, resort for such supplies and equipment.

Looking at https://www.cdc.gov/coronavirus/2019-ncov/cases-updates/cases-in-us.html , it was only on March 15th that the count of daily confirmed new cases in the US topped 1000. With that as context, what has the Trump Administration done with regard to Personal Protective Equipment (PPE)?

Joe Biden has claimed that had Trump gone all-in on masks, urging people to use them, 100,000 lives could have been saved. See, for example, https://www.factcheck.org/2020/09/factchecking-bidens-town-hall/ . Factcheck.org called out Biden's "incorrect" attribution of the study he cited ("incorrectly" attributing it to the CDC insinuated that President Trump flouted advice he was getting from the CDC, so was it "incorrect" or a lie Biden thought almost no one would fact-check?).

Factcheck.org did not point out the fallacious absurd assumption that huge numbers of Americans would have worn masks if only Trump advised it.

Factcheck.org did not point out that ~47% of deaths have been long term care facility patients ( https://docs.google.com/spreadsheets/d/1ETm51GayRjlnoaRVtUOWfkolEeAQZ-zPhXkCbVe4_ik/edit#gid=435667374 ) whose ability to obtain masks and wear masks was not within their control.

But there's a key assumption underlying Biden's claim that Factcheck.org could easily have checked (so easy, I did it using just a search engine and a reasonably intelligent search phrase) but did not. Biden's claim assumes President Trump acted contrary to the existing advice of public health agencies, that those organizations were advising that healthy people wear masks to prevent being infected. Well, in January, February, and March of 2020, the Surgeon General of the US, the CDC, leaders from the NIH, HHS, and the World Health Organization all advised that healthy people NOT wear masks to prevent being infected. In other words, President Trump was following these organizations', "the scientists", advice. Until April these organizations advised that only people who were sick and health care workers wear masks.
