Sometimes people like him are left to appear to "roam free" after their treason is discovered to see who they are in contact with, Some of the info they pass over is genuine,but of low actual value,and the "big" stuff is corrupted enough the enemy will spend years and millions of dollars in research to discover nothing. Sometimes these traitors are the handiest spys YOU have because you can monitor them to see what type of info their handlers are focusing on them getting,and this tells you what your enemy is working on and gives you a pretty good idea of how far along they are.
The intelligence biz is many things,and none of them are called "simple" by anyone in the biz.
