The sentence I quoted and the chart above it are pretty much what's important in this article. It tries to blame Venezuela's fall on Trump, but the chart tells a more complex - and largely contradicting - story. Consider the timeline in the chart:
* Large fall in number of producing rigs in 1998; guess who was elected President of Venezuela then; guess who was NOT President of the US;
* Large fall in number of producing rigs in 2001-2002; guess who was NOT President of the US;
* Extended decline in number of producing rigs in 2015-Present; guess who was NOT President of the US in 2015 and 2016.
Trump deserves some credit for Venezuela's decline, but only after 20 years of Chavista misrule set Venezuela up for the last ~ 3 1/2 years of decline. Trump has absolutely zip to do with Venezuela's inability to refine oil into gasoline to supply its people (ditto for BHO, GWB, WJC, etc.).
