The Call for Decision Science: Why All Sailors and Marines Should Care

Rethinking about the way to make decisions

Imagine the scenario where leadership can effectively utilize information and mathematical decision-making techniques with the COVID-19 pandemic. Would commanders alter their decisions towards creating and implementing policies? If so, how? I would argue that thinking in terms of probabilities would indeed alter policy choices amid the current crisis, and the Department of the Navy needs to learn how. The Chief of Naval Operations, Chief Learning Officer, and the Commandant of the Marine Corps have all placed initiatives and a larger share of their emphasis and budget this past year on learning. Senior leadership has recognized that if the Navy and Marine Corps are truly going to transition into a more distributed force, their Sailors and Marines need to be better decision makers. Indeed, there is a varying need and depth of decision-making instruction based on an individual’s rank, position within their community, and their operational environment. The Department of the Navy recognizes this demand signal and recently called for the implementation of a new component of her strategy, decision science.
