Fusion GPS, based in Washington DC, was an opposition research company - totally legal. Both the Democrat National Committee and Clinton campaign, put their money together, hired that company to do opposition research on Trump - totally legal. They had no idea what that research would find; if they knew it already, why pay Fusion?
The Republican National Committee, also hired Fusion to do background research on Clinton. At some point, they dropped Fusion.
Fusion hired Christopher Steele, a retiree of British MI6, who was a British secret agent in Russia for a long time. He had connections in Russia and that is why Fusion hired him to do research on Russia and Trump. His findings report was the "Steele Dossier".
I followed this while it was happening and Steele said the women part of the dossier disturbed him so he took his report to a FBI agent he knew and asked him and that department to do research about the women to determine if this was true. He knew this FBI agent because the FBI had hired Steele numerous times to do work for them and he was a trusted source.
