Pinal County is between the counties in which Phoenix and Tucson are located. Gila County is the county east of the county in which Phoenix is located. Mohave County is the northwest corner of Arizona. While not without significant cities, these counties are largely rural.

That is correct.  Ducey is not acting in agreement with us, he's doing it at the prodding of the leftist big cities in Maricopa and Pima (Phoenix and Tucson, respectively).  Those counties should probably have different rules than Mohave, Gila and Pinal.
