The proposal by the U.S. Fish & Wildlife Service (FWS) last year to remove the grey wolf, or simply wolf (Canis lupus), from the Endangered Species List has encountered fierce resistance from environmental groups who insist that the apex predator still warrants protection under the federal Endangered Species Act (ESA).

FWS, a division of the Interior Department, is expected to issue a final rule in the coming months declaring the wolf recovered in the Lower 48, a step that would remove its protections under the ESA.

Despite the wolf’s rebound, environmental groups are threatening to take FWS to court over the delisting. When the delisting was first proposed last year, Collette Adkins, the Center for Biological Diversity’s (CBD) carnivore conservation director, said the move would be “a death sentence for grey wolves across the country.”

At present, livestock and even pets have become prey to these critters in states from California across through the Dakotas into Michigan, and down into Indiana and Missouri. Unless ESA protections are removed, farmers, ranchers, and ordinary folks are subject to heinous penalties for defending their own against the predators. FWS considers the species "recovered", IOW, no longer in danger of extinction.

What is the ESA standard for de-listing? If the gray wolf population meets the standard, then de-list the species. If not, then don't.

It is my understanding that wolves in parts of the Northern Rockies are already delisted.
