The person who wrote the article, used the word "fought" and that is not what happened and I do not believe the word "fought" was in that report. This writer is trying to make Comey look bad, so used that word. The truth of what happened is below this writier's statement:
"Horowitz's report showed he also found Comey, along with his deputy Andrew McCabe, fought to include information from Steele’s dossier in the January 2017 intelligence community assessment on Russian election interference."
What actually happened is this: Every time there is a new president, the heads of The Justice Department and heads of Intelligence Services, go to the man to be president and give him the state of intelligence they know.
They first go to the present president, and go over their intelligence with him so he will know it is being done. Then, on that day in January, think it was two weeks before Trump took office, the heads of those departments go together to see the future president. In their discussions before they went there, they thought Trump needed to know about the dossier - however, to prevent Trump being embarrassed, they decided Comey would stay after the others left and tell Trump about the women part.
Comey said it took no longer than 5 minutes to tell Trump about the women,and told him he was not under investigation, because he was not under investigation at that time.
