Many years ago, I was in Austin for Republican reasons, and met at the house of an elderly lady who had lived in Austin all her life. Her family was generations of Democrats. She explained the political history of Texas and particularly Austin.
Remember, I am old, 86, and grew up in Texas. My parents were Democrats because that is all there was in Texas at that time - no Republican Party. This woman was speaking about those times. Austin is where the capital is and almost all who lived there ran the government - all Democrats. In those days, if you were in state government, you lived in Austin; you did not drive/fly there; you lived there.
These families were entrenched in Austin and few ever left; the generations of these families are still there as this elderly woman was. They may or may not work in government offices now, but they still vote Democrat. That is why Travis County, Austin, continues to have a majority of liberal voters - once a family is Democrat, they are always Democrat.
One other reason why liberals "own" Austin, is the arrival of numerous electronic companies, like Dell computer company, moving there. I was at a Christmas dinner a few years ago, and at the table we explained our work. One man said he lived in Austin and worked for a company making ads for the internet. I immediately said, "I hate your guts." Everyone laughed, but he is an example of a group living in Austin now, he is a Democrat.
