This is, at worst, internal squabbling in the Trump cabinet. Perhaps it is the basis for the firing of John Bolton, a staunch anti-Russian, who would do anything to help out the victims of Russian aggression versus Donald Trump who was concerned about corrupt usage of the aid by the Ukraine.
But there is nothing illegal here. This is just a discussion of releasing the aid, which we already knew about. There is no evidence that Trump was expecting any personal gain. There is no quid pro quo in the article.
