The notion that 'Rights' were transcendent virtues/values, was promoted by the
radicals of the French Enlightenment among them Montesquieu, Rousseau and
Voltaire; whose ideas produced the Declaration of the Rights of Man in 1789.
Earlier thinkers always appreciated that rights were constrained by responsibilities;
a concept that had served Mankind well for thousands of years!!!
