From what I've heard, Congress is supposed to be notified of actions like this within 48 hours after the action. It might be that the public announcement satisfies that requirement. However, Trump should do the briefing, letting all present know that it is being recorded - video and audio. That should be the rule for all future interactions between Trump and Dems.

Unlike Congress, the Russians have military assets in the area. And while there was some risk the Russian assets would try to attack the raid, the raiders would be alerted by the Russians' radar and would be able to take counter-measures while they would not learn some Dem Congress Critter or staffer leaked until they found their target replaced by an ambush.

Congressional Dems have proven themselves untrustworthy and dishonorable to a degree that not notifying them until after the raid was the correct action. Star Chamber tactics have consequences.

What's been missing from the discussion, both here and in the media, is Pelosi and Schiff did not have the essential "need to know" of the military mission.

I held a NATO Top Secret clearance during my years in Germany, but such access was on a case by case basis, where I legitimately had the "need to know", or needing to fulfill my role as an Army Liaison Officer during Air Force alerts.

Congress has a right to be briefed now that the mission has been completed. Last time I checked, neither the Speaker or the Chairman of the House Intelligence Committee is in the military chain of command.

As an historical parallel, I doubt many members of Congress, if any, were in the loop on the Manhattan Project. Harry Truman was not informed of it until after he became Commander in Chief on the death of FDR.

Having the "need to know" is paramount.

Trump says he kept details of ISIS operation from Pelosi to avoid leaks

President Trump said Sunday morning that he did not tell House Speaker Nancy Pelosi about the U.S. military raid in Syria that resulted in the death of ISIS leader Abu Bakr al-Baghdadi because he was worried about leaks that could have compromised the mission.

Vice President Mike Pence said this was not an indication of a lack of trust.

When asked if he notified Pelosi beforehand, Trump said he did not because he did not want any members of the U.S. forces to die.
