Callifornia is kind of like a two-handled banana split dish. Along the east are the Sierra Nevada Mountains, along the west are the Coast Range Mountains, with the broad and long Central Valley in between. The SF Bay area messes up that word picture, but between Milpitas and the Central Valley are the Coast Range Mountains. There are not a lot of roads into those foothills and low mountains, and the grasses are quite dry. The guy could have caused a fair amount of destruction. I wonder what he was thinking.
