Deregulation explodes under Trump, 13 regulations killed for every new one, $33B saved

It was an odd, geeky campaign promise for a populist presidential candidate to make. But when Donald Trump in 2016 pledged to kill two Obama-era regulations for every new one, crowds went wild.

Those cheers stuck with him when he moved into the White House, and he put his promise into an executive order. And now as he opens his reelection campaign, Russ Vought, acting budget office director, has delivered the results sure to win even more rally cheers.

“We’ve hit 13 to 1,” he told a Heritage Foundation conference on federalism. And cutting so many regulations, he added, has saved taxpayers $33 billion.

Departments and agencies including the departments of Labor, Education, Agriculture, and the Environmental Protection Agency have led the war on regulations, according to federal reports.

Mick Mulvaney, the acting White House chief of staff, said that President Trump has a builder’s approach to regulations and federalism.

“It is the best kind because it is real and it’s born of real world experience,” said the former House member.

Rest assured, President Trump would have done this without the cheers .... he understand how global economies work and what's required to lead the most successful one on the globe.

This is the most underrated aspect of Trump's presidency, and of the importance of not letting a Democrat into the White House.  It is not just repealing economic regulations, $33B, and the effect on the economy, but also the rules, regulations, and administrative law decisions coming from the EEOC, Department of Education, Department of Labor, etc..  That is hidden to a lot of people, but it has a huge impact on secondary education, college campuses, the workplace, etc....

I'd rank it as the second most important power of the Presidency after the Supreme Court, and Trump has been absolutely aces in slowly turning that stuff around.  It's wildly under-appreciated by some of his critics on the right.

Not really conservative' enough for some?

No.  It's that people don't even see a lot of it because it happens behind the scenes.  Things like which cases the EEOC chooses to pursue, the guidance it issues, and the same for all those other agencies.  Unless that is your field, you just won't be aware of it.  But it has a very real effect.  For example, the Deprtment of Education made a major change to its guidance for prosecuting cases some  under Title IX that has gone a long way towards halting some of the bizarre gender warfare on college campuses.  But again...that stuff isn't always visible, and it takes time for the rule-making to go into effect.

The other thing that a lot of people don't understand is that you can't do all of that overnight.  You need to have your people confirmed, and then the rulemaking process itself is long and burdensome.  You just can't come into office and change all those rules/regs overnight because of the legal requirements of the Administrative Procedures Act.  But that cuts both ways, and is sometimes why actions of both the Obama Administration and Trump Administration were stricken.  Not because they were incorrect in substance, but because the Administration failed to undertake the correct notice and comment process described in the APA.
