Pulte has already done wimilar work in Detroit, where Pulte homes started.

Without denigrating their work, the blight in people's hearts needs rebuilding too. Otherwise that will quickly bring blight to what has been rebuilt. If government gets out of the way, new homes can be built in a year, plus-or-minus. "Rebuilt" people can take months, years, and maybe never.
