Probably gas

Gas does not explode outside.  You have to have a trapped buildup combined with mostly air and enclosed space.

Gas will burn without the enclosure, but it won't build up the pressure for an explosion unless first contained.

I am wondering how they define "serious injuries".
Anyone who isn't paranoid in 2021 just isn't thinking clearly!
