Yes, that would be a word for his mental decline.  When he speaks, one can tell words are just falling out, here and there, maybe hitting the subject, maybe not.  He and Pelosi should have a sit down conversation, just the two of them.  A film of that interaction would be a medical film for those treating the geriatric population whose mental acuity has declined.
