People who kill others or do other harm while being under the influence or even texting, deserve much more harsher penalties, even those who are driving reckless do. I think it's a flaw in our justice system. Dead is dead, no matter how it is done.
But through intoxication is unforgivable. We had some case where an illegal alien, killed another immigrant but she was actually, a legal immigrant. The illegal drove his car up onto an embankment park area where the immigrant girl was sitting down with her boyfriend.
