Senate Democrats are trying to preempt President Trump’s emergency declaration to build a wall at the southern border, introducing legislation that would block him from using military or disaster funding.

The President has reportedly been working on a proclamation to declare a national emergency at the southern border, freeing up to $7 billion in potential funds to build that wall.

He has even hinted at making the announcement during his State of the Union address.
