Laughable.
Some perspective is needed.
North Korea might have a couple nuclear bombs. And maybe a missile with a range to reach Anchorage.
But they do not have a re-entry vehicle. As someone who has designed a re-entry vehicle, they might have something crude like a NASA Mercury project module.
They do not have a guidance system, unless China has given them one (thank you Bill Clinton and Loral). Maybe they could use a Garmin and hope the US doesn't scramble the GPS satellite signals after we detect a launch.
Then there is the matter of detonation.
Range, re-entry, guidance, detonation...all untested.
IOW, they might be able to launch a bomb that will be within a few dozen miles of an intended target. Maybe. Perhaps it might even detonate.
Most likely, it'll be a dud, giving the United States full justification for turning North Korea into a wasteland.
The United States could launch an ICBM from South Dakota and hit Kim's palace. Or from a submarine. Sure...we'll remove missiles from the Korean peninsula (there are none already). And from Japan (good luck verifying this).
