As many as 90,000 ailing "Blue Water Navy" veterans are likely to have to wait for a new Congress to see legislation passed that would make them eligible for Agent Orange-related disability compensation and Department of Veterans Affairs-paid health care.

Sens. Johnny Isakson (R-Ga.), chairman of the Senate Veterans Affairs Committee, and Jon Tester (Montana), its ranking Democrat, negotiated this week with veteran service organizations, seeking to amend the House-passed Blue Water Navy Vietnam Veterans Act (HR 299) in ways that would satisfy both veterans groups and Republican senators threatening to block a vote on the bill.
