Russian electronic warfare equipment intended to disrupt airstrikes has arrived in Syria as Moscow moves rapidly to boost air defenses for its ally Damascus, according to Russian media reports Tuesday.

After a Russian plane was shot down by Syrian air defenses last week as they tried to repel an Israeli airstrike, Moscow said it would provide Syria with its advanced S-300 missile system as well as send jamming technology to the region, a move that has alarmed Israel and the US.

According to the Moscow-based Izvestia daily newspaper, the electronic warfare equipment arrived at Hmeimim Air Base near Latakia on Monday, aboard Il-76 transport aircraft. The paper cited sources familiar with the delivery.

Without detailing exactly what was sent, the sources noted that the systems were intended to disrupt airborne radar, aircraft communication and controls and satellite navigation systems used in attack jets, drones and guided munitions.

Operators will be able to project a protective “radioelectonic dome” over hundreds of kilometers over Syria and along the coast of the Mediterranean Sea, the report said.

However, the findings of the Russian investigation, as presented Sunday by the Russian Defense Ministry, put this understanding into question. Although this was not the first time, Russia's decision to close Syria's airspace for the purpose of an exercise was perceived in Israel as a message from the Russians that the incident was still on the agenda.

The decision by Russia and Israel to reexamine the security coordination between the two countries is of great concern to Israel, mainly because of the changes that Syria will demand in order to carry out cooperation with Israel.

Despite Russian President Vladimir Putin's conciliatory tone after the downing of the plane, the IDF understands that Putin may exploit the incident to impose various new rules in Syria and strengthen its control in the region, control that has been damaged by the civil war. Russia might make it more difficult for Israel to conduct additional attacks, which would force the IDF to examine additional ways to operate in the area.

Israel fears that even if Russia does not demand a complete halt to its attacks, it can influence IDF activity in other ways: It could demand greater warning time, decide to close the airspace or require more advanced air defense systems be put in place as a signal to Israel, among other options. If Israel were to deviate from the new restrictions, if such restrictions were to be placed, Russia would interpret this as a violation of its agreements with Israel.

MOSCOW — President Vladimir V. Putin said Monday that Russia would supply the Syrian military with a sophisticated air defense system, a move that reflects Russia’s increasing tensions with Israel and that could heighten the risks of the air war over Syria.

Israel, which has long opposed the weapons transfer, has carried out more than 200 strikes on Iranian-affiliated targets in Syria in the past two years as Russia, Syria’s main patron, has mostly looked the other way.

But relations between Russia and Israel have frayed since a Russian military plane was shot down over Syria a week ago, killing 15 Russian service members. The plane was accidentally shot down by Syria in response to an Israeli airstrike.

But on Monday, Russia’s defense minister said the decision to send the sophisticated S-300 missiles to Syria was made in response to Israel’s disregard for the safety of Russian military personnel. Israeli pilots, he said, had intentionally maneuvered near the Russian plane to shield themselves from attack by Syria, putting the Russian crew at risk.

“The Israeli crews, who knew perfectly well the situation in the air, found cover behind the Russian airplane, which led to its destruction and the deaths of 15 members of the service,” said the defense minister, Sergei K. Shoigu. “This compelled us to take reasonable measures in response, intended to improve the safety of Russian soldiers.”

Yeah, well, Israel didn't exactly treat them that way.

What would we do if an American aircraft was shot down because we weren't notified of a strike in the area?
