U.S. must face multistate lawsuit over census citizenship question
By Brendan Pierson
NEW YORK (Reuters) – The Trump administration must face a lawsuit by states and advocacy groups over its plan to ask people who are filling out the 2020 census form whether they are U.S. citizens, a federal judge ruled on Thursday.
U.S. District Judge Jesse Furman in Manhattan denied the administration’s motion to dismiss the lawsuit, which is backed by 18 states and the District of Columbia.
“Today’s decision is a big win for New Yorkers and everyone across the country who cares about a fair and accurate census,†New York Attorney General Barbara Underwood, who led the states in the lawsuit, said in a statement.

Let the lawsuits begin.
Then, "bump them upwards" towards the Supreme Court.
Then it will be settled, one way or the other.
I'll take the chance that the decision goes the right way.

I think ultimately the rule of unintended consequences will come into effect here. Most of the opposition seems to be based on the fear or hope by some on each side that it will encourage non citizens from participating in the 2020 census.
What is more likely to happen is they will figure out that just lying on the survey has no consequences and the Census folks are likely to count and classify possibly millions of non citizens as citizens, potentially changing the congressional districts in a number of states...

1. Confirm Justice Kavaenaugh
2. SC Rule in favor of including the question on census materials.
