I've seen this graph as well before:

In fact, voter turnout was so low that if "not voting" was a presidential candidate, he or she would have won in all but eight states in the U.S., according to voting data from the United States Elections Project, which Reddit user taillesskangaru turned into a map. In the majority of the states, the number of eligible American voters who didn't vote actually outpaced the number of votes cast for either presidential nominee.

So, it surprises me but even California has more "not voting" votes than any of the candidates.

Of course, disclaimer, this map above is just created by someone like a Reddit user, it's probably largely accurate. Maybe more study is still needed.

Realize that the Left with the MSM know what this graph represents...thus, the reason for the 365/24/7 negativity.

They figure they are going to get millions of those "un-voted" off their collective asses to counter President Trump's style of going directly to the People.

Isn't there legislation being considered that would make any States' Electoral College votes null and void if said State contains cities and/or districts that are acknowledged 'Sanctuary' cities?

That's what needs to happen.  You want to rig your state and local elections?  Fine.   But, you're not participating in presidential elections.  Period.

It sounds like great commonsense legislation that will never become law.

The Rats have to have illegals coming into the country. Even if most illegals don't vote their native born children will and they will overwhelmingly vote for the Rats. The Rats started promoting illegal immigration after they lost the south in the 60's because of civil rights.

@roamer_1 to your point about urban vs rural (a concern I share), it looks like the more rural states also have a much lower voter turnout.  That may be much of the problem.

@Sanguine
It doesn't surprise me in the least with the crap vote of 2016 - Folks gotta have something to vote *FOR*.
