Mueller and the Dems know they had nothing directly showing collusion with the Trump campaign, so they switched horses to come at it from a different angle to make it look like the Russians targeted only Dems with their 'hacking'.
That way they can then try and make it appear that the Russians did it at the behest of Trump by whatever flimsy connection they can come up with.
