MEXICO CITY (Reuters) - Mexican President-elect Andres Manuel Lopez Obrador’s transition team unveiled a plan on Friday to shake up the fight against crime, including reduced jail time but stiffer controls on weapons, as the country reels from a militarized drug war.

The concept of “transitional justice” is part of the incoming government’s integral security strategy, Olga Sanchez, Lopez Obrador’s proposed interior minister, told Reuters in an interview before her team unveiled the plan.

Transitional justice typically involves leniency for those who admit guilt, truth commissions to investigate atrocities and the granting of reparations for some victims.

That would explain why he's pulling Army units away from the country's Northern border.  Not that they did much good.  The cartels bought off Army units at various times and the Border Patrol has actually been in shooting incidents with Mexican Army troops on our side of the border who were providing cover for the drug mules.

The author of the OP misspelled "surrender."  But, can it really be a proper surrender if he's already on their side?

Maybe el Presidente has promised to lower the price he charges the cartels for subcontract security.

Yeah, Mexican "soldiers" and the Federales bring to mind the old adage, "With friends like these, who needs enemies?"  I think their withdrawal from the Northern Border will be a positive development.
