Hmmm. Who is it he thinks he will be "negotiating" with? And, what kind of terms will be acceptable to both sides?
Makes you wonder if there is some cartel $$$$ in his election bank account.
There's got to be something like that. What can you offer a drug cartel guy to make him want to work with you?
Safe passage for their products to the border.
That would explain why he's pulling Army units away from the country's Northern border. Not that they did much good. The cartels bought off Army units at various times and the Border Patrol has actually been in shooting incidents with Mexican Army troops on our side of the border who were providing cover for the drug mules.
