Two more Republicans back immigration discharge petition

Reps. John Katko (N.Y.) and Dave Trott (Mich.) have signed on to a discharge petition to force a series of votes on immigration, becoming the 19th and 20th Republicans to back it.

The growing support for the petition comes as GOP leaders have warned rank-and-file Republicans to not support it.

The petition, introduced by Rep. Carlos Curbelo (R-Fla.) last week, would force votes on four immigration measures on the floor, getting around leadership in the process.

The leadership of the majority party can generally control what gets to the floor for a vote, but if a majority of members back a discharge petition, they can force a vote.

Just as the momentum going into the midterms begin to swing to the republicans, these brainstems attempt to do something so obviously contrary to what their base demands.

Its getting more and more difficult to totally discount the possibility that elements within the GOP have been routinely and purposely self-destructing in favor of the statist agenda the left unapologetically stands for.

No question this is what's going on. The only campaign promise the Pubs in Congress have kept is tax cuts and tax reform. They didn't kill obamacare. They didn't fund a wall. They didn't defund planned parenthood. All reforms that have occurred have come from the Pres.. All foreign policy success has come from the Pres..

The Pub party does not represent middle America. There are some members who do, but not enough to say it's the majority of the party.

Normally, legislatures function by majority rule.   A perfect example is the Civil Rights Act of 1964, where Republicans and some Democrats united to pass a law opposed by a large number of racist Democrats.

At issue is the "Hastert rule" whereby nothing gets to the floor of the House unless a majority of the majority supports it.   Should that rule be waived to permit votes on immigration measures that can command a bipartisan majority? 

Given two decades of inaction as the problem festers,  I say yes.   Trump can, as always, veto measures that don't satisfy his nativist "base".

1) is the Goodlatte bill, which includes 3-year extensions for DACA; e-verify; ends the lottery; allows chain migration of spouses and minor kids only; funds the wall and security.

2) is the liberal Ros-Lehtinen bill, which allows DACA to become permanent residents.

3) is whatever Ryan chooses to put forth.

4) is the bipartisan Hurd-Aguilar bill, which makes DACA permanent residents, pays for border security, and increases immigration judges.

If the discharge petition passes, the four bills would be voted on in order.  Whichever receives the most votes would move on; if there is a tie, the last bill would move forward.

To invoke the "Hastert Rule" is pretty silly now.  Leadership has already proven they will violate it at will if the Freedom Caucus stands up for anything.  "It's dead, Jim."
